Duluth, MN (KDAL) - At a Press Conference last night Duluth Deputy Police Chief Mike Tusken said one of their own was now on administrative leave while the department investigates a charge of excessive force. Officer Richard Jouppi and another squad were dropping off a fifty year old Duluth man at Detox when he attacked Jouppi and hit him in the face. Jouppi struck back several times before the man was subdued. Making matters worse, the intoxicated man was in a wheelchair.
The incident happened last Friday and was reported to police by a late night supervisor. Tusken said this wasn't the first complaint concerning the two year veteran of the Department. Jouppi had worked in St. Paul and Omaha before coming here. He faces fifth degree, misdemeanor assault charges.
