DULUTH, MN (CBS-3) – Duluth city leaders are trying to decide how to spend $58 million in COVID-19 relief money from the American Rescue Plan.
On Monday night, city councilors heard a breakdown of the guidelines the city has to follow when spending the funding.
The city already received the first half in May with the second half coming in May of next year.
The goal is to help the city recover from COVID-19 while building a more equitable community.
Duluth Finance Director Jen Carlson said the guidelines for how to spend the money are broad, but have to meet a specific purpose.
Carlson says justification is needed on how projects were caused by COVID and how solutions will solve those problems.
Some ideas included broadband investment, affordable housing, and childcare development.
Mayor Emily Larson said they hope to have a formal plan to present to the council before the July break.
